After receiving a Bachelor of Arts degree in Elementary Education from Frostburg State University in 1976, Deborah Pappas earned a Master of Arts degree in Reading Education from West Virginia University in 1981. She has been a Title I Reading Specialist in the Allegany County Public Schools for thirty years, teaching kindergarten through sixth grade reading. Implementation of early intervention programs to accelerate the reading achievement of at-risk learners has been a priority for Mrs. Pappas. She is the current vice-president of the Allegany County Teachers Association and is a past president of the Western Maryland Reading Council where she initiated the Newspapers in Education program for Allegany and Garrett counties. At Cresaptown School she is the co-chair of the Student Achievement Team and the Early Identification Committee and serves as a member of the School Improvement and Instructional Consultation Teams. Mrs. Pappas has conducted staff development at the school, county, state and national levels for both pre-service and current teachers and has served on the Maryland State Initiative for Closing the Achievement Gap for minority and at-risk students.
